Dear Friends,

If real economic recovery is about opportunity and hope, then our efforts to create jobs are steps in the right direction. Two recent legislative accomplishments have left me encouraged that we are certainly turning the corner.

300,000: Youth summer jobs funded this week by the House
50,000: Jobs funded In New York City

The $600 million the House recently approved, according to the Appropriations Committee, for 300,000 youth summer jobs - over 50,000 in New York City alone - is a godsend for our community. It would mean extra, capable hands at our ports, our hospitals, our schools, and our senior citizen centers. The President is making it a priority, joining the Congressional Black Caucus (CBC) in urging the Senate to follow the House's lead and approve this funding before summer.

The same week the final ink on historic health care reform dried, the House was back at work creating jobs for the American people, passing another critical piece of our jobs agenda that will spur small business investment and rebuild our crumbling infrastructure.

The Small Business and Infrastructure Jobs Act increases the capital gains tax cut for those who invest in small businesses – giving our small businesses the new capital they need to grow and hire more workers. The legislation includes an extension of the Temporary Assistance for Needy Families Emergency Fund, which has already put over 160,000 Americans back to work and is increasing demand in our economy.

$6.5 billion: Amount financed by the Build America Bonds program to fund New York State civic projects
We have extended the highly successful Build America Bonds program, which has helped finance $6.5 billion for projects in the State of New York that are aimed at improving our schools, sewers, hospitals, and transit systems. It will also extend Recovery Zone Bonds for areas with high unemployment, so that communities can invest in local infrastructure, job training programs, education, and economic development.

And it's all paid for - by cracking down on foreign corporations that try to evade U.S. tax laws and gain an advantage over American companies that play by the rules.

The Recovery Act has already saved or created over 2 million jobs – rebuilding our infrastructure and economy for global competitiveness and providing one of the largest and fastest tax cuts for 95 percent of working Americans. In December, the House passed the Jobs for Main Street Act and earlier this month we passed, and the President signed into law, the HIRE Act. These bills included critical investments in small businesses, state infrastructure projects such as school construction, and support for job training programs that are keeping police and firefighters on the street and teachers in classrooms.

We have led one of the most productive Congresses in our history, passing landmark legislation over the past year geared towards helping the American people in this time of economic turmoil. And we aren't through, yet.

Clearly there is a need for more help to get us out of this terrible recession. The unemployment rate remains far too high in communities such as ours. We in the CBC met with the President at the White House not too long ago to discuss how we can better target our policies for the neediest and most vulnerable among us. I am pleased to have a President who is attuned to these concerns and is committed to making sure that the rising tide indeed lifts all boats.

The health bill itself, meant to reduce health care costs and provide affordable insurance to those without, will create four million jobs over the next decade according to the White House. We have kept jobs at the forefront of our minds, and we will continue to do so until the job of protecting the economic security of the American people is done.
