Health Care Reform Helping Coloradans

Last year Congress passed the historic Affordable Care Act which provided consumer health insurance protections including banning insurance companies from denying coverage to children with preexisting conditions, extending medical coverage for children up to 26 years of age on their parent’s policy, helping seniors pay for medications and much more. Important provisions will continue to go into effect including the health insurance exchanges for individuals and small businesses, and ending discrimination against adults with preexisting health conditions by 2014. Click here for more detailed information about the Affordable Care Act. Listed below are just some of the ways people in Colorado are already benefitting from the health insurance reform legislation thus far:
  • 25,434 Medicare Part D “Donut Hole” Rebate Checks: More than 25,000 Medicare beneficiaries in Colorado already received a one-time, tax-free $250 rebate to help pay for prescriptions in the “donut hole” coverage gap.

  • $1 million to Crack Down on Unreasonable Insurance Premium Increases: Colorado will use the $1 million in grant funding to:

    • Improve the Review Process: Colorado currently prospectively reviews all health insurance premium increases. The State will update its existing review and filing requirements to enhance the quality of its review process and comply with all new federal requirements. Contracted actuaries and rate analysts will be used to develop and implement the new process.

    • Increase Transparency and Accessibility: Currently, health insurance premium filings are not publicly available, but summaries are posted on the web. Colorado will make its website more consumer-friendly and will post complete premium increase filings. Additionally, the State will conduct web-based town hall meetings to educate consumers and will host public rate hearings.

    • Develop and Upgrade Technology: Colorado will upgrade its systems to improve efficiency and streamline data sharing.

  • 368 Uninsured Colorado Residents Enrolled in the Pre-Existing Condition Insurance Plan: This plan provides a health insurance coverage option for consumers uninsured for at least six months, have a pre-existing condition or were denied health coverage because of their health condition, and are a U.S. citizen or are residing here legally. In Colorado, the Pre-Existing Condition Insurance Plan is operated by the state government.
